Spray paint would work much better. Go with several light coats instead of one or 2 heavy coats, though, it will turn out much better, and magnets will still stick!
References :
Done it.

Contact paper is kind of a bugger to work with on something that large.

I think this will work. Sand it just enough to take off the shine, then wipe all the dust off with a damp cloth.Take out the drawers and spray the body of the cabinet with spray adhesive (3M makes a good one--something with 77 in the name), then apply unpasted wallpaper. I'd also suggest spray painting the drawer fronts a complementary or contrasting color because of the handles, buttons, etc..
References :
I would think the adhesive would have to work on metal.

No plaster would adhere for any Length of time and your effort would be for not..I just cant imagine what little I know about wallpaper adhesives this working..
Maybe if you used mod-podge as the adhesive and sealed it with it too. Watch out mod-podge comes in a shiny version and in a matte..
You might want to sand or prime first for long term adhering.. just a light sanding to rough up the surface for good adhesion.

Ah why not contact paper or spray paint..
References :
http://www.google.com/search?hl=en&rls=com.microsoft:en-us:IE-SearchBox&rlz=1I7SUNA&sa=X&oi=spell&resnum=0&ct=result&cd=1&q=contact+paper&spell=1

Paint or spray it first with a metal primer, otherwise the wallpaper won't adhere very well. It still isn't the ideal thing to do, but it should work. I would paint the face of the drawers(where the handles are) a complimentary colour and wallpaper the rest.
References :
You could stick wallpaper to the file cabinet but I suspect hat over time it will peel. You will also have some seams showing and I think it may be awkward to paper by the handles. Have you thought of maybe painting it instead?
